Gentile lettore di “Voci di Pace”,

Se ha avuto la possibilità di dedicare del tempo alla lettura di Voci di Pace, avrà certamente compreso che si tratta di un movimento di persone dedicate alla realizzazione dei più alti ideali: la pace, il superamento delle barriere religiose, sociali e razziali, la prosperità comune, la giustizia.
La rivista vuole essere portavoce di un nuovo approccio alla risoluzione dei conflitti e delle problematiche odierne, basato sul dialogo, la cooperazione e la compartecipazione al progetto di ricostruzione del tessuto sociale a tutti i livelli, incluso quello mondiale basato sull’operato delle Nazioni Unite. Quante persone in Italia potrebbero essere interessate a questi argomenti, che “Voci di Pace” affronta, e non ci conoscono affatto?
Cosa ci differenzia dagli altri numerosi e spesso encomiabili impegni di altre associazioni ed istituzioni? Non tanto il punto di arrivo, comune a tutti coloro che credono nella pace, quanto nel punto di partenza. Noi crediamo che non si possa arrivare a risultati veri e duraturi senza una comprensione profonda del senso della vita, della natura originale dell’uomo e delle sue esigenze più autentiche. Noi crediamo che non si possa costruire “la felicità” personale e collettiva, basandosi principalmente sulla conoscenza delle “malattie” sociali, ma che si debba prima di tutto conoscere cosa sia la “salute vera” dell’uomo e della sua società.
Per questo facciamo riferimento alle tradizioni religiose, alle filosofie e a tutte le fonti di spiritualità autentica, allo scopo di trovare punti di riferimento universali e stabili. Partiamo dunque dalla formulazione di “principi” globalmente riconosciuti, che costituiscono la base del nostro operare concreto.
Risultati sostanziali e riconoscibili, ne abbiamo avuti tanti ed il movimento si sta espandendo in tutto il mondo. La nostra opera nell’ambito della risoluzione dei conflitti ci ha visto protagonisti in tante aree problematiche del mondo come per esempio il Medio Oriente, il Kenia, l’Uganda e diversi altri paesi ed aree di conflitto.
Perché non diffondere maggiormente “Voci di Pace”? Per tenerLa informata sulle nostre attività ci piacerebbe che Lei confermasse il Suo interesse a ricevere la rivista. Fermate la strage degli innocenti!

Reiterati episodi di stupro o di violenze di diverso genere, anche di natura adolescenziale ed ancor più gravi su donne psichicamente instabili, ci lasciano sempre più sgomenti e disgustati.
Fermare la strage degli innocenti spetta alle Istituzioni perché non si può colpevolizzare il “malato” che compie il gesto insano, tanto meno colui che lo subisce, vittime entrambi di quelle opportune normative che mancano o che in alternativa sono state forzatamente accantonate.
In una società violenta, come purtroppo tende la nostra Italia nella quale ci sentiamo stranieri nella nostra Patria, il rispetto della dignità dell’uomo rischia di eclissarsi sempre più soprattutto quella dell’uomo debole ed indifeso.
Perché si sviluppi la giustizia, la solidarietà, l’amore verso il prossimo e per una migliore assistenza ai deboli, ai poveri ed agli “ultimi fra gli ultimi” come sono i malati mentali i “desaparecido della nostra cultura e civiltà”, urge l’intervento delle Istituzioni.
Ma quest’ultime sono sorde e disinteressate.
Invece di stare, come stanno, galli impettiti nel pollaio a beccarsi per un nonnulla, a trincerarsi dietro parole ipocrite, cerchino di distinguere le necessità “pubbliche” da quelle di natura “personale”.
La gestione della sanità pubblica per il delicato ambito psichiatrico, non è stata fra le migliori attività, anzi ha creato difficoltà, delusione, disorientamento e sconcerto nelle famiglie di questi “infelici” della nostra società.
Ancora una volta, ci porta a considerare ed esprimere tutto il dissenso, il rammarico per il marcato disinteresse della politica, che continua nelle inutili litigiosità piuttosto che volgere lo sguardo verso il mondo della sofferenza psico-fisica.
Ormai è inutile il “grido” dell’emergenza, che si può constatare quasi ogni giorno, “grido” dettato da episodi nei quali la vita umana viene calpestata da menti perverse, ma sicuramente psichicamente instabili e bisognose di cure!
Cosa ci aspettiamo dalla politica? Tutto e niente!
In questa ottica il n/s grazie vivo e sincero lo vogliamo indirizzare ai Vescovi ed al S.Padre Benedetto XVI°.
E’ una “voce”, una “parola” una “proposta”che non lascia alcun dubbio, perché “i valori della vita non possono essere decisi dalle mode o dalla politica” ( Udienza Generale del Papa- Piazza S.Pietro 17 ottobre 2007)
Il richiamo del Magistero della Chiesa nella “18° Giornata del Malato” del prossimo 11 febbraio ci rammenta quali cristiani e buoni samaritani, che la vita umana – anche quella malata- deve trovare in noi una accoglienza ed una difesa nella tutela della salute, in quanto non devono esistere emarginazioni,
Abbiamo la speranza che questo Paese non traghetti verso una cultura dell’egoismo sfrenato, del gelo sempre più emergente e dell’indifferenza da un “sistema” che si va affermando autonomo e svincolato da ogni rapporto con il Creatore e con la legge sociale, quest’ultima che spesso considera la persona umana “un oggetto da buttare”.
Come pare avvenga a Roma e nel Lazio dove 1.200 ricoverati in RSA verranno dimessi entro il 31 dicembre perché il bilancio non consente più il ricovero.
Ora, pare, viene di “moda” l’abbandono del “paziente”,( sia esso disabile-in età avanzata-in stato di agonia) dimettendolo anzi tempo dalle strutture nosocomiali senza una adeguata protezione in nome del supremo concetto economico, che non ho dubbi in pratica, se vero questo andazzo, una forma camuffata di eutanasia “fuori” da qualsiasi regola.
Il Parlamento quando ci darà una risposta alla nostra Petizione dove abbiamo chiesto la verità ?

Nella “Giornata dell’handicappato mentale”l’aggressione al Presidente Berlusconi ha insegnato qualcosa?

Il 20 dicembre 1971 l’ONU approvava la Dichiarazione “Tutela per i diritti dell’handicappato mentale” dove si afferma che “l’handicappato mentale deve godere in tutta la misura possibile degli stessi diritti degli altri esseri umani”, argomento di pressante attualità perché, malgrado i ripetuti episodi dove sono protagonisti persone con difficoltà mentali, il Legislatore non provvede a riempire quel vuoto legislativo atteso da ben 31 anni.
Un ambito socio-sanitario prioritario perché prendersi cura delle persone che soffrono un disagio psichico è un segno civile e di rispetto dei diritti fondamentali dell’uomo.
Il volto devastato del Presidente Berlusconi ad opera di un folle ( visto che si è trattato di persona, come pare, non appartenente ad alcuna forza politica) ci da modo ancora una volta di provare sgomento e paura.
Quel viso insanguinato non ce lo dimenticheremo mai più e ci soffermiamo a meditare su quel detto latino che recita : hodie mihi cras tibi, oggi è toccato a me, domani potrebbe toccare a te.
Il fatto è stato quanto mai sconvolgente perché è toccato ad una Alta carica dello Stato, ma quante piccole e povere vittime innocenti sono cadute sotto i colpi micidiali di un folle?
Non sarà il ricovero di sette giorni o una manciata di pillole a risolvere la problematica, ci vorrà ben altro!
Almeno da questo recente efferato episodio si cercherà di porre rimedio con una legge-quadro tante volte auspicata dalle nostre Petizioni giacenti in Parlamento ?
Certamente è una tematica che non si potrà risolvere né subito né in toto, ma si ridimensionerà sicuramente visto che adesso ha sconfinato oltre i “binari” e ne vediamo quasi tutti i giorni le nefaste conseguenze.
La “Giornata” dedicata alla tutela dei diritti ci auguriamo sia di monito che di sprone.

Comunicato Stampa su Conferenza “Budget del ricoverato” del 10 dicembre 2009.

Nella Sala Conferenze-Palazzo Marini della Camera dei Deputati in Roma Via del Pozzetto, 158 ( angolo Piazza S. Silvestro) si è svolta il 10 dicembre 2009 alle ore 16,00 la Conferenza Stampa sulla tematica del “disagio mentale e budget del ricoverato”, voluta ed auspicata da quanti hanno a cuore le sorti degli handicappati fisici e psichici “desaparecidos della nostra civiltà”.
Un grazie sincero e riconoscente a quanti hanno partecipato per il bene comune.!
L’ iniziativa di questa Conferenza Stampa ha avuto come fine, il dare risalto ad un aspetto umano-sanitario di grandissima rilevanza costituito da questo grave ed urgente disagio sociale costituito dalla patologia fisica e mentale, quest’ultima, “dimenticata ed ignorata” dalle Istituzioni.
Mi voglio, però, soffermare al secondo aspetto della tematica proposta, il “budget del ricoverato” che se come si presenta, quasi appare come una congiura di quanto avverrebbe, pare, nelle nostre strutture ospedaliere in nome di uno pseudo risparmio, un fine budget che porrebbe il “paziente”, in qualsiasi condizione di salute si trova, di essere dimesso dalla struttura ospedaliera.
La situazione appare ancor più grave se trattasi di persona disabile, agonizzante, in età avanzata, di un organismo consunto“ momento” che non è stato ritenuto tale dalle Istituzioni, alle quali abbiamo rivolto un urgentissimo appello, che con rumoroso silenzio non hanno risposto !
Si chiedeva di chiarire, e nel qual caso di uniformarsi, al dovere di garantire a qualunque cittadino, specie se diversamente abile, il diritto alle cure mediche, alla nutrizione ed all’idratazione come predisposto dall’art.25 lettera f) della “Convenzione sui diritti delle persone con disabilità” dell’ONU.( A/61/611 6 dicembre 2006).
Si conformerebbe una “situazione” drammatica ed inquietante, in quanto si tenderebbe ad abbandonare al loro destino questi “ammalati”dimettendoli anzitempo dalle strutture ospedaliere senza una adeguata protezione alternativa, tanto da addivenire un aggravamento del loro precario stato di salute in maniera irreversibile, per favorire le risorse finanziarie da far usufruire a “soggetti” più giovani !
Questa è una forma di eutanasia camuffata, in quanto se tale, non possiamo accettare e non abbiamo nessuna remora a definire uccisione di persone per motivi economici, eugenetici o per perversa pietas.
Se questa “metodologia” venisse applicata potrebbe subentrare la possibilità che tutti i disabili, possono correre il rischio di subire “violenze”, partendo proprio, come pare, da quel “budget del ricoverato” che offende la dignità della persona e nega il diritto alla vita e che non abbiamo alcun dubbio considerare essere una “forma” particolarmente crudele e di abbandono del malato, specie, ripeto, se disabile, agonizzante ed in stato avanzato di età, come da “sussurri di corridoio”.
La “Convenzione sui diritti delle Persone con Disabilità””, alla quale si dovrebbe attenere ogni Istituzione, è stata ratificata dal Governo Berlusconi in data 20 febbraio 2009 con il disegno di legge n.2121 e con l’introduzione con l’art.2 della conferma in toto di questo “Documento”, non avviando, ahimè! precise riserve e tali da escludere ogni riferimento all’eutanasia, al diritto alla vita, ad ogni metodo o modalità della salute riproduttiva ( artt.23 e 25 della “Convenzione”), come da noi proposto con due Petizioni al Senato della Repubblica ed alla Camera dei Deputati e che potrebbe iniziare con quel “budget del ricoverato”.
La presa di coscienza di questa “teoria” di così elevato aspetto socio-sanitario, l’ abbiamo sottoposta, anche a nome della pubblica opinione, alle Istituzioni, “problema” che non possono più fingere di ignorarlo.
In fine, il “budget del ricoverato”, è una significativa indicazione drammatica ed inquietante di questo evento, poiché tende, se vera ripeto, ad abbandonare al loro destino per lo più ammalati anziani, disabili o persone in fin di vita, dimettendoli dalle strutture ospedaliere anzitempo, senza una adeguata “protezione alternativa”, una mostruosità indefinibile in nome del superiore interesse del risparmio
Attendiamo dal Parlamento una chiarificazione della realtà e non delle burocratiche parole, perché dalla politica, molto lontana dalla vita, “albergano” proposizioni poco concrete alle questioni della vita e della morte.!

Non-discrimination is focus of Human Rights Day, 10 December

The realisation of all human rights - social, economic and cultural as well as civil and political rights – is hampered by discrimination. All too often, when faced with prejudice and discrimination, political leaders, governments and ordinary citizens are silent or complacent.

Yet everyone of us can make a difference. You are encouraged to celebrate Human Rights Day by advocating non-discrimination, organizing activities, raising awareness and reaching out to your local communities on 10 December and beyond.

Religious Freedom as the Prerequisite for Interfaith Dialogue

The Minaret Ban and its Implications

Ladies and gentlemen: in 1948, exactly 61 years ago, the United Nations adopted the Universal Declaration of Human Rights which operates as an authoritative guide in the field of human rights. FOREF Europe seeks to promote the vision of religious freedom found in Article 18 of the Declaration:
Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, alone or in community with others, and, in public or private, to manifest his religion or belief in teaching, practice, worship and observance.
The Universal Declaration of Human Rights has largely been drafted by experts of religion.
Yet, in spite of the existence of those clear standards during the recent decades humanity has suffered numerous conflicts that have been marked by religious intolerance.
The possibility of religious wars always looms ominously above our heads like the sword of Damocles.
Therefore continuous interreligious dialogue is of paramount importance to overcoming misunderstandings amongst peoples of differing religious backgrounds.
One popular Austrian saying contains a simple, yet profound truth: “Talking to each other brings the people together!”
The following issues have recently caused great controversies and even ignited religious hatred on our European continent:
• Mohammed Cartoon Controversy (Denmark)
• Crucifix ban (Italy) – European Court of Human Rights in Strasbourg.
• Last Sunday: Minaret ban Switzerland (57%) – over 1 Million Suisse citizens have cast their vote in the peoples referendum.
From the viewpoint of human rights standards there is now doubt, that such a ban on building minarets is violating religious freedom. The point however is that during the recent years the fear of Islamist extremism has swept throughout the European continent. These concerns are very real. They don’t just go away by governments, religious leaders liberal media or rights defenders preaching to people or accusing them of intolerance or xenophobia.

The nationalists and right wing demagogues are having a feast in misusing this angst for their own political agendas. Thus, the outcome of this referendum has an immensely populist appeal in most European Countries.
Just as the initiators of the Swiss referendum have used the discrimination of Christians in the Islamic world (no Christian Churches allowed, Christians are persecuted in 57 countries – most are Islamic nations, etc.) as powerful argument to back up their case, so do the rightwing political leaders in Austria (i.e. H.C. Strache) and their colleagues in most EU countries.
Already the United Nations as well as the OSCE has called the minaret ban a clear violation of religious freedom (Art. 18 – Universal Declaration of Human Rights).
But more importantly also the leaders mainstream Churches have joint solitarily with the Muslims all over Europe in denouncing the Suisse minaret ban!

CRISIS

As already Confucius has said: “In every crisis there is also a great opportunity!”
Ladies and gentlemen, this current crisis is definitely to be seen as a great opportunity for religious leaders to engage in serious interreligious dialogue.
Especially for Muslim religious and political leaders outside the EU it is not enough to voice their anger and complaints. It would be more helpful if they try to view this crisis as a chance to reciprocate the goodwill of the Christian leaders in Europe. This would mean for them to review and change their extremely strict, discriminating laws in numerous countries which severely infringe upon the religious freedom of Christian and other religious minorities. Why not? Such a move would take out some wind from the sails of the “anti-Islam preachers”. As I am repeatedly told by my Muslim friends, the true meaning of “Jihad” is “great effort towards Gods will”. If that is so, there could be a theological justification for declaring “Jihad” against religious discrimination. In any case, it would be a great leap for interreligious reconciliation and world peace.

Religious Freedom as a fundamental human right

For a religious person, can there be any other right more important than the freedom to worship your creator and follow his will in the way your conscience commands you to do? Ladies and gentlemen, the importance of religious freedom has been dismally neglected by political leaders! On the other hand, great human rights defenders have always regarded the freedom of faith and conscience as the “mother of human rights”. Therefore, the significance of religious freedom for creating social harmony and world peace cannot be emphasised enough.

Religion can be a powerful force for World peace:

Sadly, throughout history religion has often been misinterpreted, misunderstood and misused for hegemonial interests, discrimination and even violence (Crusades, inquisition, religiously motivated wars until today).

If a particular religion claims to be exclusively assigned by divine providence to be the only one, the human rights of people of other faiths or convictions can be severely endangered.

As a great Christian leader from Geneva Rev. Dr. William McComish has recently stated: at a UN Meeting: “Never quote a spiritual source to justify discrimination or violence!”
That is the very reason why true religious leaders and defenders of religious freedom always emphasise the importance of religious tolerance.
Religion has always played a central role in the protection of human rights, especially in the promotion of human dignity. For example the abandonment of slavery was inspired by the biblical concept of “Imago Dei” (Genesis: All men are created in the image of God).

What makes religion strong in the protection of human rights and human dignity is:

• Its emphasis on man’s spiritual and eternal nature and dignity as a child of God.
• Its rejection of hatred and violence
• Its obligation to practice love by living for others (e.g. helping the weak and needy)
• Its power to forgive and reconcile
• Its vision for a world of peace, harmony and mutual prosperity

Tolerance and religious freedom are essential prerequisites for interreligious dialogue.
As Dr. Hans Küng has stressed in his “Project World-Ethos”, there needs to be the mutual affirmation of the fact that different religions have more points in common than there are points of disagreement.

To overcome the current impasse in the dialogue amongst religions and cultures a real paradigm shift maybe unavoidable:
Rather than seeing each other as competitors, religious leaders need to see each other as individual members of one global village or even one big world family. That means, in spite of our doctrinal differences we practice mutual respect and love and towards each other. Only by joining our forces we may be able to tackle the real problems of humanity, which are targeted in the UN Millennium Development Goals (extreme starvation, child mortality, epidemics, etc).

Religious Freedom & Tolerance in Europe under threat (not only in Switzerland)

The escalation of religious intolerance and discrimination throughout the new Europe should be a matter of great concern to our political leaders, the European Union and the United Nations.

• Anti-Semitism is on the rise again.
• Islamophobia is spreading throughout Western - and Eastern Europe.
• Sectophobia – the irrational fear of so called “sects” or religious minority groups has been rising during the last 40 years in Western Europe and since the fall of the iron curtain is now also manifesting in Eastern-Europe.

This is not just a mere assumption. Even governments and powerful state sponsored organisations are still supporting the agents of intolerance and discrimination (of minor religions and new religious movements).

Ladies and gentlemen, it is exactly this kind of religious discrimination that Article 18 was designed to prevent. This is made clear by the UN Human Rights Committee, which in its Comment 22 states:

Article 18 is not limited in its application to traditional religions or to religions and beliefs with institutional characteristics or practices analogous to those of traditional religions. The Committee therefore views with concern any tendency to discriminate against any religion or belief for any reasons, including the fact that they are newly established or represent religious minorities that may be the subject of hostility by a predominant religious community.

Various European governments have created “black lists” of religious minority groups. Sadly, according to the motto “big fish eats little fish”, even main stream Churches are often promoting state sponsored discrimination of so called “sects” or small religions. This has been possible through their powerful constituencies in most European countries.

Therefore it is highly hypocritical of religious and political leaders to point their fingers at Switzerland if at home they discriminate their own minorities.

The case of Austria

In Austria, we have over 80 percent Catholics. Islam, with 500 000 Muslims constitutes the second largest faith community. There are approximately 600 religious minority groups. Only 14 faith communities enjoy official recognition by the state. With a population of 8.3 Million Austria has no less than 34 Anti–“Sect” offices operating in the country. Proportionally, this marks an unmatched record in Europe and even on a global scale.

• Including the Federal “Sect” Observatory, there are six (6) state sponsored sect-observation offices
• Nine (9) Catholic Sect Offices
• Seven (7) Protestant Sect Offices
• Four (4) Private Sect Offices
• Eight (8) Family Counselling Offices with special emphasis on “Sectarian issues”.

Austria’s constitutionally granted neutrality of the state in religious matters is torpedoed by these facts. Members of religious minorities from Austria and neighbouring countries report numerous cases of religious discrimination in schools, communities and in their workplace. Even established NGOs with a consultative status at the UN (ECOSOC), who are running peace initiatives or relief projects in line with the UN-Millennium Development Goals reported to FOREF, that their work has been severely hampered by the interventions of the so called “sect experts”.
Victims especially hold the state responsible for creating an atmosphere of religious intolerance and spiritual apartheid. As a result, in July 2008 the European Court of Human Rights has rebuked Austria for its discriminating legislation against non-traditional faith communities.

Institutionalised discrimination of religious minorities in Europe

In spite of many objections by faith communities, the Council of Europe- who is now severely condemning the Swiss minaret ban (rightly so) -has granted FECRIS (Fédération européenne des centres de recherche et d’information sur le sectarisme) consultative status in 2005. The named organisation - under the banner of human rights - promotes discriminating anti-cult legislation throughout Europe. FECRIS receives substantial funding (over 90% of its annual budget- as quoted by the former SG of the organisation) from the French government. Numerous protests of human rights defenders in the OSCE, COE, the UN and other Institutions have so far been in vain.

Recommendations to religious leaders, NGO representatives and human rights defenders

• Appeal to governments to stop funding prejudiced public and private organizations which promote and propagate defamatory statements about faith communities and religious organisations. Such activities infringe the principles of tolerance and integration promoted by the UN, OSCE, COE and the European Union.
• Appeal to religious leaders to promote tolerance toward all religious groups, regardless whether they are weak or strong, large or small.
• Appeal to religious leaders to invoke the great power of religion for reconciliation and peace building. After all, we are one family under God.

La Famiglia nel Terzo Millennio

Forse qualche volta qualcuno di noi si sarà chiesto, magari in un momento buio o tempestoso della sua vita familiare, se questa benedetta istituzione ha un senso, o se magari è solo un corpo estraneo innestato nella storia umana, e contrario alla nostra natura più vera, alla nostra vocazione individualista. Abbiamo anche sentito dire da qualcuno, probabilmente ferito o deluso, che la famiglia è un’istituzione ormai obsoleta. Personalmente credo che forti motivazioni emotive, e così pure la cultura, la ragione, possano senz’altro perdersi nel dedalo dei loro limiti, ma le ragioni del cuore no, quelle ci parlano chiaro, anche se sottovoce, se vogliamo ascoltarle. Certo, possiamo anche prendere a calci, se vogliamo, le nostre radici familiari, magari sono rinsecchite, malate, ma poi dove trarranno nutrimento le nostre linfe vitali?
